A number of websites advertise sales of lottery tickets
for tax-free jurisdictions such as Canada and Germany. Are these legitimate?

What about
wheeling systems? There seem to be hundreds of them on the market. Many have
what they call "guaranteed" win values. Are these legitimate?
If the wheeling system
promoter tells you that their system is a different and fun way to play the
lottery, it is probably legitimate. If the system promoter tells you that their
wheeling system will improve your odds of winning, it is not. Many of these
promoters are making lavish claims that hundreds of people have won jackpots
using their "wheeling systems". This just simply hasn't happened.
Unfortunately, they can say anything they want on the Internet because there are
no enforced advertising standards.
A "wheel" (also known as a
"box bet") is simply a combination bet that includes all possible combinations
of a given set of numbers. For example, in a lottery that requires a 6-number
selection at $1 per ticket, you can "wheel" 7 numbers for $7. You will have all
possible 6-number combinations of those 7 numbers. To wheel 8 numbers, you will
have to pay $28 - there are 28 unique 6-number combinations within a group of 8
numbers. Wheeling 9 numbers will cost you $84!
But the important thing to remember is that your 8
number wheel gives you precisely the same odds of
winning anything as 28 randomly selected individual $1 bets.

The "guarantee" that system sellers refer to
usually goes something like this: "If the six numbers drawn by the lottery
fall within the 8 numbers you have selected with our system, you will win."
Some guarantee - think about it - if the six numbers drawn by the lottery fall
within any 8 numbers you select on
your own, you will win.
People often write to us and ask, "But
don't wheels give you a better chance at winning lower prizes?" This myth is
flogged as a result of the "multiple win" effect of many wheels. THE LOTTO
BANDIT will show you in a simple but elegant example, that this effect means
you can win 4 times as many little prizes but only
one quarter as frequently. In other words
the net improvement with a wheeling system is zero.
There is more on wheeling,
limited wheeling and other systems in Chapter 9. Make sure you read it before
you buy any wheeling system.
Let's use a 6/49 type of lottery as an
example. Your "odds" of winning the jackpot with a single ticket are
approximately 14,000,000 to 1. However, if you buy 2 tickets, your odds of
winning the jackpot are 7,000,000 to 1 (you now have 2 chances in 14,000,000).
So we could offer you a "system" guaranteed to double your odds of winning. It
would be a short system - just buy 2 tickets instead of 1 and your odds of
winning are doubled - guaranteed!
One wheeling system seller claims that
if you wheel 7 numbers with their system, your odds will drop from 14,000,000 to
1 to less than 2,000,000 to 1. But remember - buy
any 7 random tickets and your odds will
also drop to less than 2,000,000 to 1!
Unfortunately, no system can get around this fact. There is just
simply no other way to improve the odds against matching the drawn numbers.
A vast majority of systems -
whether wheeling systems, hot number systems, cold number systems, computer
selection software or whatever they are - fail for the same reason. They
believe that mathematics can be applied to predict the outcome of a lottery
drawing.
More often than not, they base their
assumptions on what numbers have previously been drawn. The "hot-number"
theorists believe these more frequently drawn numbers will continue to be drawn
while the "cold-number" theorists profess that certain numbers are "due" to come
up. Obviously, they both can't be right. In fact, both are wrong. Chapter 8
will show you the proof of this.
All these system hopefuls fail to
understand that no mathematical set of calculations can ever predict what those
little white balls popping mechanically out of a plastic bubble will do.
However -
and this is a big however - what has never been done until the
release of THE Lotto Bandit is to apply sound mathematics to the bet
management side of lottery playing. While no system can alter the specific
"odds" of any lottery, expected returns

On average, most

Modern lotteries have been around for

Lotto Texas changed its format from 6/59
to a Powerball type with 5/44 draw and a 1/44 bonus ball draw. The jackpot odds
increased from 1 in 25.8 million to 1 in 47.7 million! Lotto Texas explains

The simple answer is NO. Whether or not
they are actually illegal depends on the local jurisdiction from where they are
operated, but virtually all of them are pure scams.
In the first case, they are selling
lottery tickets that are substantially inflated over the face cost of the ticket
in those jurisdictions - sometimes overcharging you
by 500% - (and re-selling of tickets is illegal in most of
those jurisdictions). Canadian police recently broke up such a scam operating
out of the eastern part of the country.
Furthermore, you won't receive the
actual tickets you are supposedly buying before the draw. Most operators claim
that they will send you a confirmation of your number selections, but not the
actual ticket. Who knows? You might get some money if you won $10 or $20 but,
without an actual ticket, are you likely to receive a $20,000,000 win? For your
information, there is no record of anyone EVER
receiving a substantial lottery win through a third party purchase of lottery
tickets over the Internet.
Moreover, while a lottery win is not
taxable in Canada or Germany, if you live outside those countries,
it is likely taxable where you live.
